Actually you dont anymore. not for a good decade or so. no anyone can drop out for any reason at all or even choose to go shy right away if they want to at the gate of reception. I don't know much about the movement or chances of mingling (at ADX Flo) with other prisoners but these guys are 70 or fast approaching it.
