New orleans had the highest murder rate last year(every year this decade actually except for the Katrina year), and in July there already about to have as many murders as last year.

because it's not that dangerous. You see all types of folks out that way, roscoes is something of a (sub)pop culture icon and it's just right up the street. You see non minorities walking that way from time to time, nothing popping off.
They may base the list on the likelihood of a civilian getting caught up in something down there, in CA theres some rules and most don't really try to mess with civilians unless you're on the come up. but some places in the in the midwest, down south and even out east don't give a damn civilian or not you can get mobbed on.
