A big, black binder bulges with more than 100 Polaroid snapshots of gang members stopped or arrested in the Minnie Street target area.

Two gangs dominate the neighborhood: the Lopers, a Hispanic gang; and the Tiny Rascal Gang, made up of Cambodians. They don't war between themselves, respecting each other's turf.

Next to drug trafficking, the gangs pose the greatest challenge to the Minnie Street police. And maybe, in the long run, dealing with them will be tougher than running off the drug trade.
