Hazard is a little further north of Cesar Chavez/Soto. They're off Soto though on other side of 10 fwy. And Cesar Chavez/Boyle I think is Primera Flats area.

Liggett street is not anywhere close to North Hollywood

It's further north in panorama city. Near pacoima.

I use to live around there and even went to liggett street elementary.
