I think it can stick cause homies listen to the big homies many respect the reglas & don't go against the grain, thats on both sides.
And honestly, a lot of homies from the SS (prob most) have never seen a Norteno before prison. Not sure the rivalry is as intense as say the Bloods/Crips of the 80s/90s. Its mostly upstate where Surenos/Nortenos clash in the streets
Now this is strictly a prison thing not a street thing

The truce first started back like 5 years ago when the Whites/Blacks/Norteños/Sureños had a peace treaty when they were doing the prison hunger strikes.
A lot of big homies are getting out of the shu after years and decades of being in there. Oprah did a 60 min special at Pelican Bay SHU last year. Once Oprah gets involved you already know some prison reform going to happen. I guess not there's a certain limit now on how long they can house inmates in the SHU.
The Norteños/Sureños truce is just so that homies can program in peace and not worry about getting sent back to the SHU.
