Police target drug dealers, gang members
By Zach Lowe, Staff Writer

STAMFORD -- Police yesterday revealed details of a citywide crackdown on dozens of drug dealers and nearly 200 identified gang members.

The operation, known as Clean Streets, began last month and includes undercover officers from the FBI and surrounding towns who have made six arrests recently, Chief Brent Larrabee said at a news conference yesterday.

Police said they are preparing arrest warrants for about 25 drug dealers, including some who pay rent to neighborhood gang leaders for the right to sell at designated street corners.

As part of the initiative, police plan to arrest two more suspects in last week's West Side shootout between factions of the Crips gang. Police hope to identify and charge up to nine of the dozen or so men involved in the shooting, Larrabee said. That group includes a top gang leader who handed a gun to a juvenile and ordered him to fire the first shots, according to records.

Police said yesterday they believe the gang leader may have fled the state.

The crackdown comes after one of the most violent five-month periods in the city since the late 1990s. The fatal shooting of Flanegaine Joseph, 19, a Haitian immigrant with ties to the Crips in Vidal Court, triggered a gang war between Bloods and Crips on the West Side.

The two gangs agreed to a truce in late April, but a rift within the Crips led to last week's daytime shootout at Stillwater Avenue and Virgil Street, near where an unknown gunman killed Joseph on Stillwater Avenue, police and gang members have said.

Police used the extra manpower to make undercover drug buys and track more than 170 members of eight gangs in Stamford, officials said yesterday.

"Wherever we find them, we're going to get them," said Lt. Jon Fontneau, commander of the narcotics and organized crime division.

The Bloods on the West Side and the Crips from Merrell Avenue are the two largest gangs in the city, police said. Other smaller groups are from the Southwood Square housing development in Waterside and the Custer Street area, police said.

Police also identified ethnic gangs of Haitians and Albanians.

The best-organized gangs recruit teens to make risky hand-to-hand drug deals and look out for cops, police said.

West Side residents said they are seeing new police patrols on foot and more marked police cars.

"I've noticed them here every day," said Martha, who was afraid to give her last name because she lives near Richmond Hill and Rose Park avenues, where there is heavy cocaine sales.

Two shootings occurred there late last month, police said. "I'm afraid to go outside now," Martha said. "I could go to my car and get shot."

Police have arrested six suspects in the most high-profile shootings since Joseph's killing.

They charged Anthony McCoy, 17, of 18 High St., with shooting a 21-year-old Haitian man in the head in February as part of the Bloods-Crips feud.

McCoy, a reputed member of the Bloods, was with 16-year-old Steven Barnes of Bridgeport when Barnes clubbed a teenage girl over the head with a shotgun Feb. 2 because she let a teen from the East Side into her Spruce Street home, police have said.

Barnes accompanied James Foust, 21, of 72 Spruce St., when Foust shot a man in the chest during a botched robbery at Richmond Hill and Rose Park avenues on May 17, police said.

Police charged James "Monty" Collins, 33, also a reputed Bloods member, with shooting a 23-year-old man in the chest five times when the victim crossed into Bloods territory, investigators have said.

This week, police arrested Jean Prosper, 17, of 52 Merrell Ave., and Baciany Rono, 20, of 11 Spruce St., and charged them with firing several shots during last Tuesday's shootout.

Police yesterday announced the arrests of three more reputed members of the Bloods gang on drug charges. Investigators said Anton Pulliam, 29, of 123 Selleck St., and Carl Blake, 32, of 182 W. Main St., sold PCP to an undercover officer late Monday on Irving Avenue.

Police yesterday arrested Juan Torres, 20, of 240 Greenwich Ave., and charged him with selling drugs to undercover officers four times since early last month, Fontneau said.

Dealers are so wary of police they refuse to sell to strangers, Fontneau said. That poses a problem for investigators who rely on undercover officers from other towns because dealers recognize most Stamford officers, Fontneau said.

One dealer shooed an undercover officer away, saying, "All the drugs are over at headquarters," Fontneau said. Still, police plan to keep up the pressure. "We're hoping to have a quiet summer," Larrabee said.
