i think like you homie you gotta put out some criteria the culture is too broad but ima give my list based on the following

1) longevity , how can you list a mothafocka that didnt have a large body of work there should be like a 5 album minimum

2) lyrical content and creativity best use of metaphors and poetry

3) a presence that transcended the culture and set trends with in the culture

4) made music that sounds as good today as when it was made classic's

5) made others they came in contact with better
