Here is an article I found in Polish that shows that they were opersting within owning the police in at least one city, the corrupt police were being paid off or bribed by them and some of the cops attempted suacide as it is a big scandla in Poland. They protected a pseudofan or ultra from charges of assaults and such with bribe money:
