is there alot of murders in polish/east european neighbourhoods or between the different organized crime gangs or gangs in chicago, or big cities near by like philly new york etc.

DEpends on what ya mean by lots of murders. Bidness type killing is rare amongst the Euros...better to make money if things are mellow! The area they live in may still have murders-shit, with 600 or 700 killings ever year it aint ANY hood in Chi don't have some!
