Haitians had invaded DR twice long ago and even controlled it for 20years, at the time Haiti was seen as the more "richer side" of the island with its resources and man power, DR was willing to let the spanish rule them for another few years which they did when they offered but spain lost interest in there and saw them as a liability since their country had gone through a small recession, one of the reasons why DR flourished more is that one idea is Dominicans were more offering to anyone on the outside, they wanted people with skills to come there, they wanted trade, whilst Haiti was a place run by ex slaves who were hostile to outsiders.
