1) There has already been plenty of witness reports saying that the police werent even chasing the kid. They were looking for a man who dragged a lady across the street stealing her handbag.
2) even if they were chasing the kid, its not the police fault that he cant control his bike and fall into a fence. And if they were, why was the kid running away from them for if he had nothing to hide.
