Toledo Plans Response to Next Neo-Nazi Rally

(Toledo, OH) --- Toledo city officials want you to stay away from a neo-Nazi rally at Government Center on December tenth, but don't plan a trip to the downtown library branch, either.

NBC-24 has learned 80-100 neo-Nazis are expected to rally in downtown Toledo that day, so the library branch a few blocks away will close that day out of safety concerns. The security director says the situation's too unpredictable and the location too close for comfort.

"The decision was made to make sure that we kept our patrons and staff safe, says Jeff Sabo, chief of library security. "We're not real sure how things are going to turn out, I just think we'd like to err on the side of safety."

The library closing has angered neo-Nazi opposition groups, who now plan to start their counterdemonstration outside other branch libraries that day.

"We feel the Nazis are causing great financial burden on this city," says George Windau, one of the organizers of the counterprotest. "We also feel they're keeping people from using the public services of the main branch library."

Counterprotesters say they want to avoid a repeat of October's riot, but they also want the neo-Nazis to know they're not welcome back in Toledo.

"It's going to be a very peaceful, legal, orderly protest," Windau predicts. "We'd like to confront the Nazis, but we don't want to break the law, we don't want to confront the police."

Meantime, a coalition of churches plans a prayer vigil outside Government Center the night before the National Socialist Movement rally-- a prayer for peace the second time around.

"We also want to pray for the neo-Nazis, we want to pray for the counterdemonstraters, we want to pray that there will truly be peace in our city, that Toledo will be a holy Toledo," says Pastor Mansour Bey, the prayer vigil chairman.

There's no permit needed for the neo-Nazi rally or the prayer vigil, because of a 1998 Lucas County lawsuit filed by the ACLU. A court settlement gave citizen groups the right to gather at Government Center-- and the state the responsibility to regulate how it's handled.

Neo-Nazis get permission for rally in Downtown Toledo

TOLEDO, Ohio (AP) - Members of a neo-Nazi group whose planned march touched off rioting in a city neighborhood in October have gotten permission to hold a rally downtown Dec. 10.

The Ohio Building Authority has granted a request by members of the neo-Nazi National Socialist Movement to hold the two-hour rally in front of a state-owned government building. The building authority said the State Highway Patrol would be responsible for securing the property and that the group would be expected to cooperate with troopers.

The Oct. 15 march by the neo-Nazi group was canceled before it began, but resulted in several hours of rioting. More than 120 people were arrested.

I definitely understand your anger at the neo-nazi's protesting considering
their legacy against anyone not like them. However, they do have a right
to rally and speak. Popping one of them "crackers" wont solve anything.
Only attack when being attacked, otherwise, get organized, stay organized, and try to strengthen and solidify your community. I mean,
*ish, I'm heated towards many of my fellow blackmen for what is starting
to look like indiscriminate killing of their own brethren. If anything, let's
deal with that first. Our house is dirty right now, let's tend to it...Our
problem right now aint the neo-nazi's, it's the neo-niggies wreaking havoc
in the community. Unsafe for the youth and the elderly, not how it's supposed to be going down. Let them jokers march. What do you think
they'll really accomplish?

Sheriff Planning Massive Police Presence for Nazi Rally

TOLEDO -- Law enforcement agencies are hoping chilly temperatures will cool down hot tempers on Saturday. That's when the National Socialist Movement plans a rally on the steps of Government Center. Lucas County officials now say hundreds of deputies, troopers, and police officers will patrol the street in case of trouble.

The trouble started last October when the NSM planned a march through a north Toledo neighborhood, saying black gangs had been harassing white residents. Around noon, the group hadn't even started marching when counter-protesters starting breaking into businesses and setting fires in the area around Woodward High School in north Toledo. That's when Police Chief Mike Navarre called off the NSM's march before it started.

In the four hours after that, people turned their anger on police, throwing rocks and bottles at officers, cars, fire trucks, and a county Life Squad. Police in riot gear responded by lobbing tear gas to break up the crowd. Police arrested 114 people on charges including assault, vandalism, failure to obey police, failure to disperse and overnight curfew violations.

This time, the group is not being allowed into a neighborhood, but instead will stay inside a fenced area on the grounds of Government Center. Ohio State Highway Patrol troopers will set up inside the fence, while sheriff's deputies and local police officers will set up out side the fence.

Up to 100 Lucas County Sheriff's Department deputies alone will patrol the street. That's along with up to 120 deputies from 12 other counties. They'll launch an air patrol. This time, Lucas County Sheriff James Telb says things will be different. "It's neutral. It is the Government Center. They do not look at it like it is a part of their neighborhood," said Telb.

Overtime costs could run as high as $300,000 to pay for extra law enforcement support.

Peace Activists Train to Respond Nonviolently to Nazi March

TOLEDO -- They gave up eight hours of their weekend to learn how to promote peace and resolve conflicts. The Toledo Peace Team trained so they could non-violently counter Saturday's National Socialist Movement rally at Government Center in Downtown Toledo.

"We're here to learn how to be in opposition of hatred through non- violence," said participant Elbert Collier, Jr. Collier and others role played and learned techniques to use dialog and negotiation as their only weapons. "Make that personal connection and try to defuse the situation with that individual," said peace activist Joe Donlin.

Reverend Peter Dougherty of the Michigan Peace Team based in Lansing led the day-long training session held at Pilgrim United Church of Christ on Sylvania Avenue in West Toledo. Why doesn't the peace team call for everyone to stay home and ignore the Neo Nazi group? "Our greatest success as a city would be if no one came. But we know people will come. The message of the Nazis is so hateful. People will come in response to that," said participant Kathleen Baldoni.

"If we show non-violence, the Neo-Nazis don't win and they don't come back again. That's what happened the last time they were here. That's why they feel they can come back again because they feel they won last time," said Collier. "It's important to have people respond to them. If we do not, we're just letting them bring their message of hate without any counteraction," said Donlin.

The National Socialist Movement told News 11 it first came to Toledo October 15th to protest "black, criminal racial aggression against white people" in North Toledo's Polish Village neighborhood. Police cancelled NSM's rally shortly after it started when violence erupted.

NSM is scheduled to return to Toledo this Saturday December 10th to hold another rally covering the same issue. Spokesman Bill White told News 11 in October that NSM is a peaceful organization that seeks "positive social change through activism."

Neo-Nazis recruiting for return engagement

The National Socialist Movement is pretty proud of itself.

The neo-Nazi group's Oct. 15 appearance in Toledo sparked a riot that cost taxpayers an estimated $336,000.

The NSM's Oregon state chapter, which spreads its message of hate through the Web, is using that figure to recruit bigots for Saturday's return to Toledo. For more than a week, a "help wanted" ad has been prominently displayed on the Web site.

An excerpt:

Toledo rally #1 and the [ensuing] riot cost the city $336,000!

How much will the Toledo rally #2 cost? Join us and find out!

Then, after giving contact information for those interested in making the trip to Toledo, it provocatively asks if the hoped-for rioters will "succeed in burning down the town."

Apparently, anything short of anarchy will be a disappointment for these white supremacists.

It seems so surreal, doesn't it?

We see Toledo as a great place to raise a family. The neo-Nazis see Toledo as a place that is receptive to its divide-and-conquer strategy.

With its national headquarters in Minnesota, its national spokesman in Virginia, and its Oregon chapter recruiting members for the Toledo rally, NSM appears to be all about NIMBY ("Not In My Back Yard").

They travel to a faraway city, try to stir up trouble, then head home – leaving others to pick up the tab. Thus, the apparent giddiness over costing us $336,000.

A question for the Toledo Police Patrolman's Association: Could you be any more petty asking for an apology from Capt. Diana Ruiz-Krause? (Yes, she left the command post for the Oct. 15 riot, but she did so with Chief Mike Navarre's permission. Moreover, she was not involved in the tactical operation.)

I was slowly warming up to the idea of Ohio Attorney General Jim Petro becoming governor after watching his first wave of TV ads, in which he talked about being a responsible steward of taxpayer dollars.

But his second ad hit me like a blast of cold air. He went the polarization route, talking about his views on abortion and same-sex marriage.

Next thing we know he'll be telling us that he's a uniter, not a divider.

The Country Palace received more than its allotted 15 seconds of fame in the 1970s, thanks to the song Lucille by Kenny Rogers. (I know it's early, but hoist a glass and sing along: "In a bar in Toledo, across from the depot. On a barstool she took off her ring. ...")

On Tuesday, a TARTA bus crashed into the building that was once home to the Country Palace. For years, the space has been occupied by Caesar's Showbar.

Obviously, I didn't know the history of 725 Jefferson Ave. when I asked Gary Shores, co-host of the WKKO-FM (99.9) morning show, if Caesar's – which features female impersonators – was the setting for Lucille.

"No," he said, "otherwise the name of the song would have been Larry."

Whoever came up with the "I Love My Zoo" advertising campaign deserves a raise. The TV commercial is a winner.

Not that we're going to brag about it in our holiday letter to out-of-state family and friends, but it is pretty neat that Toledo ranks 26th on the list of America's most literate cities.

the n.s.m. are there to instigate violence and say as many hateful things as possible toward blacks. do you expect the blacks to just close their ears and eyes and pretend it's not happening? it's not like they are a non-violent lot to begin with. i don't know of many non-violent skinheads. if they get a violent reaction it doesn't prove anything about black people. it isn't as if there's an innate quality of blacks to respond that way moreso than others. i suggest you google hosea williams+forsyth county to see what i'm talking about. it's essentially the same situation, but in reverse roles. what about the (mostly white) anarchists there stirring things up? the point is we all want someone to blame. really, it's not that simple to say one side is right and the other is wrong.

This group IS going to make their little demonstration PEACEFULLY...however wrong their beliefs are (and YES I do believe they are wacked) they are going to do it peacefully. Now you get some LAMES going and getting violent on them..... they are going to make their point...YOU are going to make their point for them. And as long as you all keep reacting, they will keep on demonstrating in you're town, you're state.

Taft gives troopers authority to step in if needed

COLUMBUS, Ohio - Gov. Bob Taft has made State Highway Patrol troopers available to help Toledo police with a weekend rally by a group of neo-Nazis whose plans for a march in October prompted a riot.

Taft signed a proclamation Wednesday that allows troopers to step in to help avoid a second riot during the event Saturday in downtown Toledo.

The patrol already had planned to provide security at the government center because it is state-owned property. The proclamation gives them power to help enforce the law in other parts of the city, if needed.

An Oct. 15 march by the National Socialist Movement was canceled before it began, but resulted in several hours of rioting. More than 120 people were arrested.

TOLEDO, Ohio (AP) - City leaders asked a judge on Thursday to block a neo-Nazi group and counter protesters from rallying anywhere beyond a downtown government building's grounds this weekend.

The neo-Nazi group, whose planned march through a neighborhood set off a riot in October, plans to rally Saturday outside City Hall. The request for a temporary order to keep the protest limited to downtown will help protect residents, Mayor Jack Ford said.

``We are taking all steps necessary to make sure that these individuals do not make an unannounced visit in or near our neighborhoods,'' Ford said.

Authorities hope they can avoid another outbreak of violence like the one nearly two months ago.

Members of the National Socialist Movement gathered for a march Oct. 15 but police canceled it because they said the group tried to change the time and route of their protest.

The worst violence broke out after the march was called off, with rioters turning their anger toward police because they felt officers were protecting the neo-Nazis and had done nothing to stop their rally.

Businesses were burned and looted, and bricks were thrown at police. About 120 people were arrested.

A hearing in the case was scheduled for Friday afternoon before a Lucas County judge.

Hundreds of police officers from across northern Ohio will provide security at the rally, said Mike Navarre, the city's police chief.

Also, Gov. Bob Taft signed a proclamation Wednesday that allows state troopers to step in if needed.

In October the neo-Nazis said they wanted to protest gangs and rising crime in one Toledo neighborhood. This time, they say they want to protest how police and the city handled the October confrontation.

Frigid weather may help cool violent repeat at Toledo Nazi rally

TOLEDO, Ohio - Authorities who want to make sure violence doesn't erupt again during a neo-Nazi demonstration this weekend say they aren't leaving anything to chance - not even snowballs.

Anyone coming to the rally Saturday must pass through metal detectors. Streets will be blocked off. And 6-inches of snow will be scooped up so protesters can't throw it at members of the National Socialist Movement.

"I don't want to see an ounce of snow," Mayor Jack Ford said.

The neo-Nazi group's neighborhood march that never went off in October set off a four-hour riot that ended with businesses burned and looted, and bricks thrown at police and an ambulance driver.

The violence scarred the city, prompting its leaders to examine race relations and efforts to combat gangs.

Authorities have two big advantages this time that may help prevent another riot - cold weather and the downtown location for the rally. Temperatures are expected to hover around 30 degrees on Saturday.

"I hope it gets colder," Ford said. "If it gets below zero, all the better."

And this time the rally won't be anywhere near the racially mixed neighborhood where the neo-Nazi group originally wanted to march to draw attention to gangs and crime in the area.

Now the group is returning to protest how police and the city handled the October confrontation.

Police Chief Mike Navarre said neighborhood residents were angry the last time that the white supremacists were going to be allowed to walk through the neighborhood and shout insults.

"It was about protecting their turf," Navarre said. "We let somebody on their turf."

A mob that included rival gang members turned their anger toward police after they canceled the march because they said the neo-Nazis tried to change the time and route of their protest. The mob looted and burned a corner bar and smashed the windows of a gas station. Twelve officers were injured and 114 people were arrested.

Adding to the chaos were hundreds of people who came out of their homes to join the fray. This time, anyone attending the rally will go through security checkpoints.

City leaders say what they fear most is that protesters of the neo-Nazis will try to rally somewhere outside the downtown demonstration and incite more trouble.

A Lucas County judge on Friday granted the city's request to block the neo-Nazi group and counter protesters from rallying anywhere beyond the downtown government building's grounds.

Common Pleas Judge Thomas Osowik said the injunction will not stop the supremacists from rallying or limit their content. He said the violence that erupted in October showed that the city was justified in its attempt to control the location of any demonstrations on Saturday.

Fifty to 100 supremacists are expected at the rally and a few hundred protesters are expected, Navarre said.

Bill White, a spokesman for the National Socialist Movement, said about seven people from the group will speak during the two-hour rally, addressing the police response to their first visit and the ensuing riot.

He said they do not want a repeat of violence, but said some groups opposing them may try to incite trouble.

Police have been preparing for a second rally since the first one ended, Navarre said. Hundreds of officers will be on duty, he said. Sheriff's offices from 12 counties plan to send help and state troopers will be ready to step in if needed.

But ministers and community leaders have been meeting with residents and gang members throughout the city urging them not to show up.

Stephen Ward, a minister at an inner city church and a former gang member, said he has talked with gang leaders on a daily basis and is confident they won't show up at the rally.

"They're going to stay home," Ward said. "They feel there's no reason for them to come downtown. The first time they felt they had to protect their neighborhood."
