When you say "southern minnesota" the city that comes to mind is rochester, minn. That city does have gangs but im not sure which kind, the number of em or even how active they is. The Twin-Cities got alot of gangs but thats more in the central part of the state than south part.

Rochester got lots of Khmer and most of them bang ABZ ... not sure if they got connect to the ABZ in Cali but yea .. they rock the blue rag.

Rochester has quite a handful of Cambodian gang down there, such as Asian BoyZ, Royal Cambodian Bloods, Asian Street Walkers, etc...
Winona has some gang activity too but it's not that major...
