ICE AGENTS NAB MS-13 GANG MEMBER



INDIANAPOLIS - U.S. Immigration and Customs Enforcement (ICE) special agents arrested a member of the violent street gang Mara Salvatrucha 13 (MS-13) here last week as part of its ongoing national initiative called Operation Community Shield, designed to combat the violence in communities associated with street gangs.

ICE special agents arrested Carlos Orrellana-Rosales, 25, an illegal alien from Honduras, Friday morning at the Marion County Probation Office. Orrellana-Rosales has an “MS-13” tattoo on his back and other gang-related tattoos on his body, including one of him shooting rival “18th Street” gang members. Orrellana-Rosales also has stripes trimmed into his eyebrows, an indicator of membership in MS-13. During an interview, ICE agents determined that Orrellana-Rosales has been an MS-13 member for ten years.

Orrellana-Rosales has a criminal history that includes a 2002 conviction for felony sexual battery. He first entered the U.S. in 2000 by illegally crossing the southwest border.

“These gang members are a menace to society and we are working closely with local law enforcement to apprehend these individuals and remove them from the United States,” said Daniel Dill, resident agent-in-charge of ICE Investigations in Indianapolis. “We're sending a message to the violent street gang members in America that stopping gang violence and crime is high on our list of ICE priorities.”

ICE launched Operation Community Shield in February to confront the national problem of violent street gangs. The goals of the initiative are to disrupt, dismantle, and prosecute violent street gangs by employing the full range of authorities and investigative tools available to ICE.

Under this initiative, ICE is employing its broad immigration authorities against foreign-born gang members. ICE is also employing its broad customs authorities to combat drug trafficking and other crimes committed by these gangs.

The MS-13, the largest and most violent street gang in the country, was the initial target of Operation Community Shield. In May, ICE expanded Operation Community Shield to include all criminal street gangs with foreign-born members. With the launch of this second phase, ICE's Operation Community shield aims to ensure that gang members have no safe haven in our nation's communities. Since the launch of Operation Community Shield, there have been more than 1,500 street gang members arrested nationwide, with 14 of those arrests occurring in Indianapolis.

Orrellana-Rosales remains in ICE custody awaiting deportation to Honduras.
