This film talks about how Slum Owners burn apartment buildings to collect on insurance since the maintenance cost are too high.The insurance Federal Subsidized Fire Insurance was required by law.

An apartment house in the Bronx was less than $1000 back then and get $7000 a month with out giving heat or water.

Some families wanting to move into projects since the conditions of the buildings are atrocious, but in order to be more eligible for relocation they have to be a victim of fire. One woman does this but before she does she moves all her furniture out with her six kids to her friends house. She is also given $2,000 ,what a scam. it talks about this in 10:06 to 10:53


Some neighborhood kids and gang members are paid to set fires to these buildings just for maybe $50.

At 17:00 TO 18:30 many apartment pieces like the sink,stove and bathtub are removed lafer on.

I've seen that Fire Next Door doc. before. They interview some 7-Immortals at one point.

here's a German made doc. on NY gangs that was made around the same time as 40 Blocks. It's actually a much better film. The naration is in German but the diologue is in English and it's not difficul to follow. Just ignore the German.
