'Crip City' drug bust

A highly organized drug gang that infested every building of a South Bronx housing project was rounded up yesterday in a series of raids dubbed "Operation Hellbound."
Federal agents and cops hauled 43 alleged gangsters into Manhattan federal court and charged them with running a sophisticated crack-dealing ring in the Mitchel Houses for at least the past five years.

A 2001 murder probe led to a years-long investigation into the Hellbound Crips gang that included multiple undercover buys of guns and drugs, officials said.

"A single investigation grew into a vast drug conspiracy case against a violent, predatory group," Police Commissioner Raymond Kelly said. "Our detectives showed particular deftness in this case."

The defendants were all hit with drug conspiracy charges, but investigators believe that they are also responsible for at least a dozen murders and at least 17 shootings. Detectives expect to up the charges later. All the suspects already face a maximum of life in prison.

Inside the project, where spray-painted graffiti everywhere announces "Crip City," residents breathed a cautious sigh of relief yesterday.

"It's a good thing. Makes me feel better having my kids grow up here," said John Rivera, 29, who lives with his wife and two children in a building where the lobby window is scarred by gunshot starbursts.

Though some residents said the dealers were fairly low-key, others said the problem was obvious. "They would openly deal drugs," said Jose Arocho, 36.

Usually, it was in the hallways or stairwells, he said, "but sometimes they got greedy and they would do it in the lobby. They have no respect for anything."

Most of the alleged dealers grew up together in the project, and some had "Hellbound" tattoos and jewelry, cops said. The drug ring raked in $7 million a year since 1999, selling hundreds of grams of crack a month from each dealing spot, authorities said.

Prosecutors said the gang was organized into "pitchers," who dealt with customers, taking money and serving up crack; "managers," who collected money from and resupplied the pitchers, and "bosses," who oversaw all the drug dealing in the Mitchel Houses' 10 high-rises.

"There's a lot of great people in that neighborhood that were held captive," said Noreen Gleason, of the FBI's New York Gang Squad. "People were fearful of them and wouldn't want to cooperate against them, accepting it as a way of life."

At the arraignment, family members disputed the charges. Tamika Glover, 30, said her husband, Eric Glover, a parolee and alleged "boss," doesn't even live at Mitchel anymore. He just got his master's degree in business from Mercy College in the Bronx, she said.

"If he's in a gang, then I'm going to be the biggest person in shock," she said.

The roundup - led by the 40th Precinct detective squad - is the latest in a series of major drug busts in housing projects.

CHAIN OF COMMAND

The Hellbound gang was extremely organized as it terrorized the Mitchel Houses and even had its own lingo. Here's how the thugs operated:

Pitchers - Sold crack cocaine and collected money from customers.

Managers - Collected the money earned by the pitchers and supplied them with drugs to sell.

Bosses - Supervised all drug sales. Decided where to buy the narcotics from outside traffickers and oversaw managers and pitchers. One to three bosses were assigned to each building.

TAKING BACK THE PROJECTS

Queensbridge Houses, Queens, Feb. 17
Thirty-seven drug dealers, calling themselves the "Dream Team," are arrested at the city's largest public housing project. They were making $10,000 a week.

Ingersoll Houses, Fort Greene, Brooklyn, May 20
Brooklyn cops bust 43 crack dealers after a four-year probe. The gang was allegedly behind at least 41 shootings, raked in $1 million a year and used kids as young as 14.

W. 24th St. Housing Authority complex, Coney Island, Jan. 30, 2003
Twenty-five drug dealers are arrested after a 10-month probe. Several gangs were cooperating with one another.

Cypress Hills Houses, Brooklyn, Oct. 10, 2002
Cops round up 60 drug dealers who controlled the project for five years, selling about $1.5million worth of drugs annually.
