The average income in San Francisco is one of the highest in the United States.Think about it, being poor in San Francisco probably warrants a better quality of living than being poor in rural Mississippi or Alabama. You can't expect for the projects out there to resemble the ghettos of Chicago, Cleveand and Detroit. Besides, different materials are used out west due to the climate. There is no need to construct everything with brick. Besides that, western cities are not as old as cities such as Philadelphia, New York, and Boston.
