FBI, Filipino gang in Pittsburg (Nor Cal)

Back in 93 I met one of my Filipino friend's cousin and he told me that he was in a gang called FBI. I think it stood for Full Blooded Ilicono(sorry about the spelling). It was supposed to have been a blood gang based out of Pittsburg in Nor Cal. Has anyone ever heard of them? If you did, how active were they? How deep? Were they crazy? I also recall hearing about a Filipino gang called Red Devil(bloods).
