with the bank bailout, it was really just one thing with the mortgages that messed everything up, and i dont know what wouldve happend to the economy if they were to fail, but the auto bailout was bs. they didnt run their business right and thats it. things like research and infrastructure wouldnt have been wasteful spending. i guess its pretty irresistable to spend money thats not yours tho

there are private banks, as well as foreign investors, who have stock in the federal reserve bank, which is a public corporation. chase manhattan and citibank have a 50% stake in the new york federal reserve. but what corporate entities tell banks what to do? i believe the banks are at the top of the food chain. I wouldnt go as far as saying they "dictate to nations how they behave" tho.
