GOVERNOR LAUNCHES FULL-SCALE OPERATION IMPACT MISSION IN NIAGARA FALLS

Integrated Municipal Police Anti-Crime Teams Aggressively Fighting Crime in Niagara, State Police Partner with Local, Federal Law Enforcement on Crime Reduction Plan and Plan for the Formation of Multi Agency Street Corner Outreach Teams

Governor George E. Pataki today launched Niagara Falls' first full-scale Operation IMPACT (Integrated Municipal Police Anti-Crime Teams). Through Operation IMPACT, uniformed New York State Troopers will begin joint, high-visibility patrols today with the Niagara Falls Police Department, and plan for the implementation of MASCOT (Multi Agency Street Corner Outreach Teams), which will target high drug trafficking areas later this month.

The patrols and MASCOT initiatives will kick off an operation in Niagara Falls, which is aimed at preventing and reducing crime by having an increased police presence on the streets focused on identified violent, high crime areas. The MASCOT teams led by the Niagara Falls Police Department which include the State Police, New York State Parole and Niagara County Probation, will make random visits to previously designated high drug trafficking areas.

Operation IMPACT (Integrated Municipal Police Anti-Crime Teams) strategically targets 15 counties in the State that account for 80 percent of crime outside of New York City. IMPACT addresses illegal guns, gangs, and drug crimes through coordinated and aggressive problem solving among federal, state and local law enforcement. Also, $4.3 million in State funding is being distributed to support IMPACT task forces in each county.

"Today we are launching Niagara Falls' first, full-scale Operation IMPACT using State Police who will be patrolling together with local law enforcement in an effort to make this city's streets safer," Governor Pataki said. "Operation IMPACT partners State resources with local and federal law enforcement to aggressively fight crime in communities across the State. Operation IMPACT is designed to create a crime-fighting plan that is customized to meet the needs of individual communities." "We have already made tremendous progress in fighting crime and succeeded in making New York the safest large state in the nation. By working together through Operation IMPACT, we can help make New York the safest of any state in the country," the Governor said.

Lt. Governor Mary Donohue said, "The continuing rollout of Operation IMPACT across New York State affirms Governor Pataki's commitment to making New York the safest state in the country. As a former District Attorney in Rensselaer County and State Supreme Court Justice, I will continue to work with our State's district attorneys and police to ensure through Operation IMPACT that local law enforcement has the tools to solve and, more importantly, prevent crimes. Operation IMPACT will address that by providing a means for local, state and federal law enforcement officials to come together and detect, prevent and punish criminals."

Senator George D. Maziarz said, "Operation IMPACT is a very smart way to assist local law enforcement in the course of their duties, and I know it will make a real difference in our neighborhoods. I applaud Governor Pataki for the tough, crime-fighting agenda he continues to pursue."

Senator Byron Brown said, "I want to thank Governor Pataki for directing the resources of Operation IMPACT to fight crime in the city of Niagara Falls. Niagara Falls is a great community and with additional police presence it will become an even safer community." Assemblywoman Francine DelMonte said. "Working together is the only way we are going to solve some of the state's toughest problems. By combining the expertise of local and state law enforcement officers, we will improve response time, streamline our resources and more effectively eradicate crime."

Assemblyman Charles H. Nesbitt said, "The initiatives in Operation IMPACT will work in conjunction with existing crime-reduction programs to rid Niagara Falls streets of the twin scourges of drugs and violence. With strong, effective programs like Operation IMPACT, Governor Pataki's goal of making New York the safest state in the nation is well within our reach." Assemblywoman Francine DelMonte said, "Working together is the only way we are going to solve some of the state's toughest problems. By combining the expertise of local and state law enforcement officers, we will improve response time, streamline our resources and more effectively eradicate crime."

Niagara County District Attorney Matthew Murphy said, "First of all, a very big thank you goes to Governor George Pataki and Chauncey Parker, Director of Criminal Justice. This promise of help from the State known as "Operation Impact" couldn't come at a better time. The infusion of money to help the Niagara Falls Police, the deployment of State Police and Parole personnel, and the implementation of a coordinated information system for crime mapping and strategic planning will go a long way toward keeping the citizens of Niagara County safe this summer. The plan is to focus on violent street crime with particular emphasis on illegal guns, gangs and drugs."

Niagara County Legislature Chair William Ross said, "Operation Impact is another step that we are making in Niagara Falls to make the neighborhoods safer. With the combined efforts of state and city police, our residents can rely on our law enforcement everyday and know that the streets will be safer."

Niagara Falls Mayor Vincenzo V. Anello said, "There is no question that a greater presence of uniformed officers stands as a deterrent to serious crime. The sight of State Troopers working side by side with our own officers should go a long way in disrupting the criminal activity that continues to plague our neighborhoods. This city remains indebted to Governor Pataki and the IMPACT personnel for putting their resources to work in the Niagara Falls community."

Niagara Falls Police Superintendent John Chella said, "Like many local law enforcement agencies throughout the country, Niagara Falls has been having difficulties providing all of the public safety services required to keep our growing community protected and secure. Governor Pataki's innovative IMPACT program will truly assist the Niagara Falls Police Department and Mayor Anello in keeping our streets safe for our families, children and visitors."

New York State Police Superintendent Wayne E. Bennett said, "The New York State Police continues to be dedicated to supporting the community policing efforts of local police departments throughout New York State. Focusing the strengths and resources of these many agencies upon specific areas of serious and violent crime is already showing success in Rochester. We now welcome this opportunity to assist Niagara Falls in their endeavor to reduce serious crime, by providing the specialized support and resources of our Troopers and Investigators."

New York State Division of Parole Executive Director Anthony G. Ellis said, "The New York State Division of Parole has long been committed to supporting the community law enforcement efforts throughout New York State. We welcome the opportunity to demonstrate that commitment by providing Parole Officers to assist local police agencies as requested in combating violent and serious crimes in our communities."


Niagara Falls' Operation IMPACT

In Niagara Falls, the task force is coordinated by the District Attorney's Office and the Niagara Falls Police Department, and consists of among others, Niagara County Sheriff's Office, Niagara County Probation, NYS Division of Parole, New York State Police, DEA, ATF, U.S. Attorney's Office, and Niagara University. Niagara County received $139,879 from the State for the Niagara Operation IMPACT task force.

The Niagara Falls IMPACT task force has designed a multi-phase plan, which focuses on aggressively reducing gang activity, as well as related crime and drug-trafficking. The strategy includes a coordinated sharing of intelligence among the local, state and federal law enforcement agencies and intense patrol coverage, which will include traffic safety checkpoints and proactive and general patrols.

New York State Director of Criminal Justice Chauncey G. Parker said, "In his January 2004 State of the State address, Governor George Pataki announced Operation IMPACT and his intention to draw on the resources of all criminal justice agencies to make New York the safest state in the nation. Operation IMPACT is designed to enable local law enforcement to attack crime in specific communities through a concentrated, coordinated effort of multi-jurisdictional law enforcement services."

Honestly I have no clue about who is doing what here. All I do is follow the news and take pictures as I drive through the alleys.

The news says that recent parolees out of the state pen are bringing the gang stuff back home with them. Also, people are threatening kids to join.

Gangs and God

It was far from what Falls Police Juvenile Division Detective Steve Reed expected.

Ditto for Narcotics Detective Ted Weed.

The veteran detectives had gone to Word Of Life Ministries on Hyde Park Boulevard, expecting to deliver their usual lecture on gangs. What they got was a conversation with teens and parents and another perspective on the Falls’ gang problem.

“They (the parents and kids) were doing most of the talking,” Reed said. “It was nice to get their (views). People were speaking openly.”

For Rev. Jesse Scott Sr., the pastor at Word of Life, the connection between the cops and his kids couldn’t have gone better. From the start, he was hoping for a dialogue, not a sermon

“That was the idea of the whole session,” Scott said, smiling. “Something like this should have been done a long time ago.”

Scott said the idea behind bringing the gang squad detectives and his young people and their parents together came from a meeting with local law enforcement officials and from concerns he had about some of the teens in his congregation.

“Some of the young people in the congregation had been pressured to join the gangs,” Scott said. “I realized then, we have to help them. They are crying out for help.”

One of the teens, “Vincent”, said he’s been approached at school by gang members looking to recruit him.

“You have a kid, doing what they’re supposed to do, and (gang members) will pressure them to join and they say, ‘No.’ But they’ll continue to (pressure you) cause you might give in,” he said.

That pressure can include threats of violence.

“Someone’s threatened to shoot me,” Victor said.

Tales like that certainly raised Pastor Scott’s concerns.

“I am concerned. Concerned, but not afraid or fearful,” he said. “We need to continue beyond identifying the problem and we need to find solutions.”

Reed said dealing with the gang problem is precisely what police are trying to do and he believes meetings, like those with Scott’s congregation, can help cops in their search for solutions.

“We turned (the meeting) more toward a discussion, because we wanted to let (the teens and parents) know about what we are doing,” Reed said, “and see what their concerns were. I wanted their feedback. I wanted to hear what the kids were seeing.”

Some of the teens said that’s why they came to the meeting. They wanted to have the police perspective on the gangs and they wanted to share their views.

“Susie” isn’t so sure the Falls is being infiltrated by violent, nationally known street gangs like the Bloods and the Crips.

“They’re not a gang, They’re just people that hang together,” she said. “It’s just kids fighting over something stupid and then (police) say it’s a gang.”

She admitted there might be gangs made up of “older people” but didn’t believe teens were their targets.

“The Crips and Bloods are older than the people (police have been targeting),” Susie said. “And the people fighting and with guns, they’re older.”

“Clinton”, who, like Vincent, has seen gang pressure directed at male teens in the city, said the gangs create a continuing circle of violence.

“They say if you join, you won’t have to worry (about being targeted for violence),” Clinton said. “They’re trying to scare you. But then if you join, you got the people who don’t like that gang and they want (to hurt you) and that defeats the (original) purpose of being in a gang.”

Reed understands what Vincent and Clinton are experiencing.

“These kids are doing the right thing,” Reed said. “The gangs are out there trying to get them to join and they’re trying to walk away from it.”

However. Reed knows “walking away” isn’t easy.

“It was good communication,” Clinton said of the meeting. “We got a lot of thoughts off our chest.”

Susie believes the cops and kids focused each other on what needs to be done.

“They (the detectives) made us think and we made them think,” she said. “Unless you’re in (the gang problem) and around it, you don’t know.”

Yes it is, and before the dissing starts, all you have to do is click on search, and type in 5 point star because half the forum is dedicated to dissing 5 and 6 pointed stars. :wink:
