depends on the size of the city ie 1million+, 500,000-1million etc....

but statistics can hide things. ie say comton, 96000ppl, had a crime rate of 100 per 1000 and los angeles, 3900000ppl, 50 per 1000 compton would seem worse. but then a district in los angeles with 96000 ppl could have a rate of 200 per 1000 double that of cpt. (these arent correct figures its just an example.)

cities over 1,000,000 and their total recorded crime rate per 1000

Dallas 187.62
Phoenix 153.59
San Antonio 149.28
Houston 141.86
Chicago 113.12
Las Vegas MPA 112.41
Philadelphia 111.07
Los Angeles 96.72
San Diego 84.65
New York 58.34

cities 500,000-1,000,000

Tucson 202.67
Memphis 201.62
Oklahoma City 200.66
Detroit2 181.95
Seattle 174.75

cities 250,000-500,000

St. Louis 275.50
Atlanta 217.17
Tampa 213.49
Kansas City 187.72
Miami 176.32

cities 100,000-250,000

Little Rock 232.48
Orlando 206.52
Salt Lake City 196.42
Tempe 195.22
Chattanooga 192.74

cities 50,000-100,000

Edinburg 258.49
Miami Beach 232.69
Council Bluffs 226.26
West Palm Beach 224.41
Daytona Beach 223.98

cities <50,000

Myrtle Beach 439.99
Tukwila 363.04
Lumberton 316.29
Anniston 307.19
Fairfield 290.93

i dont know if all these smaller cities are stand alone or part of a large urban area, there are many factors the need to be taken into account but as far as police juristrictions go these are the highest crime areas for each population category in 2004
