Police Add More Patrolmen Due To Spike In Violence

BALTIMORE, Md. -- Baltimore city police are adding about 70 more police officers to patrol, all in an attempt to reduce the recent spike in violent crime, officials said.

A total of 10 people were wounded in three city shootings over the weekend, police said.

Two boys, ages 14 and 15, were shot in East Baltimore.

Police are also investigating a triple shooting in the 4300 block of Reisterstown Road, where three people were injured. A quadruple shooting in the 1700 block of West Pratt Street left four men critically injured, and a 42-year-old man was shot in the face in the 2800 block of Eastshire Drive.

"When we see a crime spike, we want to make sure we have as many officers as we can in that area actually fighting the crime," said Baltimore City police Deputy Commissioner Marcus Brown.

The victims in those incidents' survived, but Leonard Nathaniel Garrett of Baltimore did not, police said.

Garrett had been arrested 18 times on drug and weapons charges, according to police. They said after he was shot, his body was dumped by the curb in Lincoln Park.

Police said the drug trade and gang activity continue to fuel violent crime.

Baltimore city Councilman Ken Harris said he proposed adding officers to patrol last year because the ranks have been depleted.

"We're actually operating on E. We've got a shortage of officers compared to last year. We're having a problem with recruiting," he said.

Harris said it's clear more officers are needed on the streets. Baltimore's murder rate is now at 216 as compared to 208 this time last year, documents show. Non-fatal shootings jumped from 437 last year to 487 as of Oct. 6, 2006.

"We actually reallocated some officers in our administrative bureau. We've taken officers on long-term light duty and moved them into the administrative bureau, and then took several full-duty officers and put them out on the streets to patrol," Brown said.

Harris said he wants officers to be pulled from specialized units to maximize those officers on patrol.

However, police officials said they won't do that because those officers are being used in the areas with the most problems.

City police respond to rise in crime
About 70 officers to move from desk duty to patrol

With violent crime in several city neighborhoods taking a turn for the worse in recent weeks, Baltimore police said Monday they were shifting about 70 officers from desk duty and into patrol cars to try to curtail shootings, robberies and homicides.

Flare-ups in crime have occurred across the city, but have spiked mainly in neighborhoods in the eastern, southern and northwestern parts of Baltimore. Shootouts and vendettas between rival drug gangs, turf wars between budding Bloods gang sets and robberies, some as part of gang initiations, have fueled the violence, according to police.

Marcus Brown, deputy commissioner of operations for the Baltimore Police Department, said the extra-duty officers will be spread fairly evenly across the districts, with some areas possibly getting a few more than others, depending on their needs.

"Each time we have a crime spike, we want to make sure we're doing the most we can to put the cops out on the street," Brown said. Of the killings, he said: "In many cases, there is a single target, but there are innocent victims [who have been shot]. These victims are not in the drug game."

Shootings are up 11 percent and robberies have risen 8 percent over last year. And the pace of slayings has quickened during past year. As of Monday, the city had recorded 216 homicides, compared with 208 for the same period last year.

The Eastern District has seen a 30 percent increase in homicides. The Southern District has had a 9 percent increase in shootings and a 17 percent increase in killings. The Northwestern District has had a 62 percent spike in shootings, a 12 percent increase in robberies and 24 percent in slayings.

Earlier this year, police officials faced criticism from the community and some city leaders that its patrol division was short of officers. Some elected officials have said they worry that the department has placed too much emphasis on specialized units, and not enough on marked cars responding to emergency calls.

"While they're moving in the right direction to provide more support in a depleted patrol unit across the districts, they've got to come to a realization that they need to analyze the specialized units," said Councilman Kenneth N. Harris Sr., who has frequently called attention to police deployment issues.

Flooding the streets with more officers from desk jobs is not a new tactic in Baltimore. For years, the Police Department has undertaken such temporary initiatives to help reverse crime trends. In this latest measure, the additional officers are slated to stay in the patrol force for 30 days.

Typically, such initiatives come during the summer or near the end of the year, as police work to improve year-end crime statistics.

Brown said that this latest deployment is about "getting extra police out there".

Brown said the decision to deploy more officers into the patrol division was made last week by police Commissioner Leonard D. Hamm. Police have grown concerned about recent shootings where people were struck by gunfire who were not the intended targets, such as a triple shooting of a teenage boy and two women outside a Cherry Hill carryout.

Police investigate two unrelated deaths

An unidentified man was found shot inside a parked car in Northwest Baltimore yesterday evening and died a short time later at Sinai Hospital, city police said.

About 8 p.m last night, Northwestern District officers responding on a call to the 4000 block of Lewiston Ave., near Gist Avenue, found the man bleeding from at least one gunshot wound.

City police also are investigating the death of a 24-year-old Baltimore County man who was found lying in a street Saturday morning near Lincoln Park.

The man, Leonard Nathaniel Garrett, lived in the 900 block of McDowell Lane in Halethorpe - about five miles from where he was found.

Police were called to the 800 block of Winans Way about 8:30 a.m. Garrett was not responsive and was taken to St. Agnes Hospital, where he was pronounced dead, said Officer Troy Harris, a police spokesman. Police said it appeared that Garrett had been hit on the head with a blunt object.

Police said they had no suspects and know of no motive for either killing.

Shooting // Following a fight in the first block of King James Circle between at least two young males about 6 p.m. Monday, one of the combatants left but later returned to the scene with a handgun and shot a 15-year-old boy in the head. The victim was treated for a graze wound at Northwest Hospital Center.

Arrest // Perry Blackstone, 27, was arrested yesterday at his home in the 1000 block of W. Lanvale St. on a warrant charging him with first-degree murder. Detective Craig Williams of the Regional Warrant Apprehension Task Force said Blackstone is accused of shooting Charles Harris, 19, in the 500 block of N. Fulton Ave. on July 12.

Victim identified // Donnie Blanding, 22, of the 3300 block of Firelight Lane in Woodmoor, Baltimore County, was identified yesterday as the man found fatally shot about 8 p.m. Monday in a 1995 Lincoln Continental that came to rest against a stop sign in the 4000 block of Lewiston Ave. Metro Crime Stoppers at 410-276-8888 is offering a reward of up to $2,000 for information leading to an arrest and indictment in the killing.

Man slain in Seton Hill

Police officers investigating gunfire found a man lying in a street in Baltimore's Seton Hill neighborhood, shot in the head last night in the city's latest homicide.

The victim - whose name was withheld - was pronounced dead at the scene in the 600 block of W. Franklin St., said Officer Troy Harris, a police spokesman. The shooting occurred about 10 p.m.

Metro Crime Stoppers at 410-276-8888 is offering a reward of up to $2,000 for information leading to an arrest and indictment in the homicide.
