Snitching is highly frowned down upon in the Mil,we have our share of tricks,but not any higher than other cities.Niggas been bangin in the Mil since the 80s and in alot of ways it is just as hot as the chi,Niggas be going to war and gettin popped left and right.

Jess Ferguson and three of his friends ventured to Messmer High School Saturday to address the "stop snitching" sentiment that the Milwaukee Police Department believes is causing many crimes to go unsolved.

The men, who have lived in Milwaukee nearly all their lives, have worked on anti-crime initiatives in their neighborhoods. They were eager to offer input Saturday morning.

But by Saturday afternoon, they left in disgust.

"If it's a so-called no-snitch policy in the black community, it's a problem," said Ferguson, 51. "If there's a no-snitch policy in the police department, it's no problem."

Behind the breakout and brainstorming sessions at the League of Martin's first annual Community United Against Crime Conference, residents lambasted members of the Police Department for what they said was a lack of police presence and protection in troubled neighborhoods.

Some residents said the no-snitching issue is more a result of the distrust between residents and police. Police have said the no-snitching sentiment has made it more difficult for them to solve crime.

About 100 people - mainly representatives from community block watches and other neighborhood organizations - participated in the nine-hour conference hosted by the League of Martin, Milwaukee's oldest organization of African-American police officers.

The purpose behind the conference was to bridge the gap between residents and the police and to figure out ways to better work together, organizers said.

"We want the community to understand we, the police department, are one part of the solution," event coordinator Sgt. Corene Wells said. "If they don't talk to us, we can't solve crimes."

Sgt. Laverne McCoy, league president and an event organizer, said police want and need more help from community members. At a session that addressed youth offender intervention, she implored residents to cooperate with the police.

"Do we have people in the force who don't have people skills?" she asked.

"Absolutely."

"(But) the police can only do what you as partners allow us to do."

Testimony cited
Some residents have taken issue with criticism concerning the "stop-snitching" movement. Ferguson cited the recent testimony of former Milwaukee Police Officer Nicole Belmore last week during the Frank Jude Jr. trial. Belmore was the first officer to corroborate accounts from several non-police witnesses that Jude was kicked and beaten by off-duty officers in Bay View.

She also testified that she paid a steep price for cooperating in the investigation that landed three officers on trial for the beating of Jude. Belmore said she endured everything from having pictures placed on her locker to not receiving backup when she asked for it.

"Why in the hell should anyone in the community trust the police department?" Ferguson asked. "Clean your own home first before you go to somebody's home."


Fear of retaliation
Another element of the "no snitching" sentiment is that residents fear retaliation. Craig Wroten, a building inspection liaison for the Harambee Ombudsman Project, said residents are hesitant to talk out of fear of being caught by neighbors. If residents fear for their safety, they are likely to be reticent.

"Police don't protect from retaliation," he said.

Other residents said if they do talk to police, they will talk only to certain officers.

Ms. Rose, a Milwaukee resident who gave only her first name, said she is careful when talking to the police.

"We have to be careful of who we give our information to," she said. "There are a few rotten apples, but that's enough to cause problems."

Kenny Green, 48, of Milwaukee, attended the conference but left quickly.

"The police keep pleading for community cooperation, but they are unwilling to listen to the community," he said. "Once again, as a citizen, you came and leave empty."

Working with police
Not everyone at the conference took issue with police.

Roberta Lyles, who represented the Cluster Two Neighborhood Association, said her neighborhood organization works with the police directly. She said the gap between residents and police needs to be addressed but she added that she has no personal grievances with the department.

"We work closely together," she said. "We get along fine."

Organizers said they plan to hold similar conferences in the future. They said they recognized that rebuilding community trust is going to take time.

"We know it's not going to resolve it overnight," Wells said. "We're almost to the state of where we're almost doing flips to let you know we're here to help. It's going to take a lot."

Stop Snitching T-shirts are one of Milwaukees hottest fashion trends.

With a big red stop sign in the center and the words "Stop Snitching," they mean little to Mevlud Alcay, the co-owner of Personalized You, who said he is just filling orders from the growing number of young people requesting them.

"I didn't know what it meant," Alcay said. "Now I do. Now I don't want to make it anymore."

The shirts' message - interpreted with slightly varying twists - essentially urges people to stop talking to and cooperating with police.

Made popular in Baltimore last year by a "Stop Snitching" DVD featuring rappers, a Denver Nuggets player and others, some wielding guns, wishing harm on police informants, the T-shirts, sometimes spelled "Stop Snitch'n," have caught on in urban centers from Boston to Philadelphia and Denver and are now among the hottest fashion trends in Milwaukee.

"I have five, one for each day of the week," said 16-year-old Mike O'Connor, a sophomore at Madison University High School. O'Connor says he wears them just to be fashionable.

But the shirts are fueling more than fashion, police and prosecutors say. They send a dangerous message to others that, if followed, has the potential to "destabilize the whole criminal justice system," according to John Chisholm, Milwaukee County assistant district attorney.

"This is a tremendously big problem," Chisholm said.

Witness intimidation is a real and longstanding difficulty for prosecutors nationwide, and "Stop Snitch'n" apparel, which includes baseball caps, makes solving crimes more challenging, he said.

"We're trying to go in the exact opposite direction," he said.

Police and prosecutors depend on informants to crack homicides, shootings and other serious crimes. If people feel it's unsafe or uncool to cooperate with law enforcement officials, "no one is going to come forward. No one is going to testify and the neighborhoods will suffer," Chisholm said.

Florence Howard knows such suffering.

Her grandson, 21-year-old Austin Howard, was killed this year for reportedly providing information to police.

According to a criminal complaint, just after 7 p.m. on Feb. 15, near 10th and Locust streets, Sheffield Groves entered a house where Howard and some friends had gathered. Groves reportedly pointed a gun at Howard and asked why he had snitched on him. When he didn't like the answer, Groves said, "That don't sound right," and shot Howard in the head, according to the complaint. Groves, who was charged with that and another homicide, then said to someone else in the room "You don't see nothing . . . or I'll be back to see you," the complaint says.

Florence Howard isn't sure what sort of information her grandson may have shared with police, but regardless, she says the shirts should be outlawed.

"They (police) need to do something about those shirts," she said. "They need to let them know they can't go around trying to stop justice."

Ald. Michael McGee supports what he sees as a different interpretation of the "Stop Snitch'n" movement and included it among the tenets of his "Respect Kampaign" aimed at promoting positive behaviors among youth.

McGee said the movement is misunderstood. He said it's aimed at criminals cutting deals with prosecutors to lessen consequences for their own crimes.

"If you did the crime you've got to serve the time," McGee said. "If you're a criminal you shouldn't snitch on somebody until you snitch on yourself. It's a form of hatred."

Twenty-year-old Eddie Estacio agrees but also says there's seldom a good reason to cooperate with police.

"Snitches get stitches. Just remember that," he said, repeating an old street saying. "It's not the right thing to do. Keep it to yourself."

Police in Baltimore hope to squelch that mentality and launched a counteroffensive to "Stop Snitch'n" with a DVD called "Keep Talking."

Milwaukee police have noticed the growing popularity of the shirts and hope the department's upcoming campaign blitz promoting use of (800) 78-CRIME, the anonymous WE Tip line, will help.

"Witness cooperation is huge when it comes to solving homicides," said Anne E. Schwartz, police department spokeswoman. "We need help from the public. We certainly can't do this alone."

Stop Snitching T-shirts are one of Milwaukees hottest fashion trends.

With a big red stop sign in the center and the words "Stop Snitching," they mean little to Mevlud Alcay, the co-owner of Personalized You, who said he is just filling orders from the growing number of young people requesting them.

"I didn't know what it meant," Alcay said. "Now I do. Now I don't want to make it anymore."

The shirts' message - interpreted with slightly varying twists - essentially urges people to stop talking to and cooperating with police.

Made popular in Baltimore last year by a "Stop Snitching" DVD featuring rappers, a Denver Nuggets player and others, some wielding guns, wishing harm on police informants, the T-shirts, sometimes spelled "Stop Snitch'n," have caught on in urban centers from Boston to Philadelphia and Denver and are now among the hottest fashion trends in Milwaukee.

"I have five, one for each day of the week," said 16-year-old Mike O'Connor, a sophomore at Madison University High School. O'Connor says he wears them just to be fashionable.

But the shirts are fueling more than fashion, police and prosecutors say. They send a dangerous message to others that, if followed, has the potential to "destabilize the whole criminal justice system," according to John Chisholm, Milwaukee County assistant district attorney.

"This is a tremendously big problem," Chisholm said.

Witness intimidation is a real and longstanding difficulty for prosecutors nationwide, and "Stop Snitch'n" apparel, which includes baseball caps, makes solving crimes more challenging, he said.

"We're trying to go in the exact opposite direction," he said.

Police and prosecutors depend on informants to crack homicides, shootings and other serious crimes. If people feel it's unsafe or uncool to cooperate with law enforcement officials, "no one is going to come forward. No one is going to testify and the neighborhoods will suffer," Chisholm said.

Florence Howard knows such suffering.

Her grandson, 21-year-old Austin Howard, was killed this year for reportedly providing information to police.

According to a criminal complaint, just after 7 p.m. on Feb. 15, near 10th and Locust streets, Sheffield Groves entered a house where Howard and some friends had gathered. Groves reportedly pointed a gun at Howard and asked why he had snitched on him. When he didn't like the answer, Groves said, "That don't sound right," and shot Howard in the head, according to the complaint. Groves, who was charged with that and another homicide, then said to someone else in the room "You don't see nothing . . . or I'll be back to see you," the complaint says.

Florence Howard isn't sure what sort of information her grandson may have shared with police, but regardless, she says the shirts should be outlawed.

"They (police) need to do something about those shirts," she said. "They need to let them know they can't go around trying to stop justice."

Ald. Michael McGee supports what he sees as a different interpretation of the "Stop Snitch'n" movement and included it among the tenets of his "Respect Kampaign" aimed at promoting positive behaviors among youth.

McGee said the movement is misunderstood. He said it's aimed at criminals cutting deals with prosecutors to lessen consequences for their own crimes.

"If you did the crime you've got to serve the time," McGee said. "If you're a criminal you shouldn't snitch on somebody until you snitch on yourself. It's a form of hatred."

Twenty-year-old Eddie Estacio agrees but also says there's seldom a good reason to cooperate with police.

"Snitches get stitches. Just remember that," he said, repeating an old street saying. "It's not the right thing to do. Keep it to yourself."

Police in Baltimore hope to squelch that mentality and launched a counteroffensive to "Stop Snitch'n" with a DVD called "Keep Talking."

Milwaukee police have noticed the growing popularity of the shirts and hope the department's upcoming campaign blitz promoting use of (800) 78-CRIME, the anonymous WE Tip line, will help.

"Witness cooperation is huge when it comes to solving homicides," said Anne E. Schwartz, police department spokeswoman. "We need help from the public. We certainly can't do this alone."[/quote]
