well from what i remember...it's different in Asia than in the states...if you're in a gang or crime family, it is known and the police can't do nothin' about it. the po's are often part of them too or get paid to stay outta their way. when they do raids though, it's not like they capture 10 people...it's usually in the hundreds. also the heads can be estimated by public gatherings (ie: funerals)...i remember a picture and article where a head of Yakuza or Triads (i forget) died...the funeral for that family ALONG had thousands and thousands of heads gathered to pay respects. and i'm sure most of the heads are just at street level...here's a breakdown of a Yakuza or Triad family (there's differences between them, but i'll give a general idea)

Oyuban (Yakuza)...this guy is the Boss of Boss...he is the main head of the family. below him would be his wife who also holds high power and respect, the high priest (who usually does ceremonies or is the money man), a 2nd in command, general, sub-generals who each have a number of heads under him (usually in the hundreds)...so they keep addin' up...the bulk of the #'s come from the underlings who the subgenerals control...most members of Yakuza or Triads don't even know their main boss, let alone seen him...it's all about heirarchy to them...
