This is really shocking considering that Philadelphia does not have a huge gang problem

If you follow the chart you can see that Philadelphia's murder rate is higher than LA, NY, and Chicago. And Philadelphia's violent crime rate is higher than NY and LA. If you cannot follow the chart, go to the link and look up the information yourself.
When I did a comparison with Compton, CA I found that Compton's murder pionts were like 47! That must be a heck of a place. And Baltimore, MD is about on the same level as Compton, CA. There murder rate was like 40. Detroit also had a murder number of 40. They must average over one homicide a day, and these are not large cities compared to Philly, NY, LA, and Chicago.
Chester PA has a murder rate of 43! They are on the same level as Compton, CA. Camden, NJ has higher crime rates in all areas but one when compared to Philadelphia. Our theft rate was higher.
