Baltimore's Top Cop, Leonard Hamm, Resigns

(WJZ) BALTIMORE WJZ.COM has learned Baltimore City's Police Commissioner Leonard Hamm has resigned.

Sources told WJZ's Richard Sher that Hamm met with Mayor Sheila Dixon Tuesday when he submitted his resignation.

Sources also told Eyewitness News that Dixon accepted Hamm's resignation.

City officials said a news conference confirming Hamm's resignation and the future leadership of the department would be held Thursday morning.

Hamm was born in Baltimore's Cherry Hill neighborhood and first joined the police department as an officer on the beat in 1974.

Hamm has been the leader of the Baltimore City Police Department since taking over as the acting leader for embattled commissioner Kevin Clark in the fall of 2004.

Then, in March of 2005 the Baltimore City Council unanimously voted to keep Hamm on as Baltimore City's top cop.

In January of this year, Dixon released a statement saying she would retain Hamm as the leader of the city's police despite calls for his replacement.

Since then, Hamm has been criticized for not controlling crime and a spiraling murder rate which, has caused public outcry.

According to city crime statistics there have been 176 confirmed homicides in 2007 compared with just 149 at this time last year.

Eyewitness News has also been told that current Deputy Commissioner Fred Bealefeld is the likely candidate to take over Hamm's position.

It was not immediately clear when Hamm's resignation would take effect.

The news of Hamm's resignation was not supposed to be revealed to the public until Thursday's press conference.

Mayor Dixon cancelled several public appearances after news of the resignation was leaked.

Damn. Baltimore is going through some tough times now. There's one neighborhood in b-more that's been putting surveillence cameras with the hopes to reduce crime. Ironically, the residents of that neighborhood have stated that nothing has changed.

2 Police Officers Shot In Baltimore

(WJZ) BALTIMORE Eyewitness News has learned that 2 police officers have been shot in the 2500 block of E. Fayette Street.

One injury is not life-threatening; the officer was shot in the arm. The other officer's condition is not known, but both officers have been taken to Shock Trauma.

Police are currently searching for the suspects.

Two police officers shot in Baltimore
Jul 30, 2007

BALTIMORE - Two female police officers were shot early Monday night while patrolling in the Southeastern District in their patrol car.

The officers’ injuries were described as non-life threatening.

Officer Karen Brzowski and Officer Loretta Francis were shot between 6 p.m. and 6:30 p.m. as they drove north on Port Street approaching Orleans Street. Several gunshots rang out, striking the right side of the officer and the car, according to Acting Police Commissioner Frederick Bealefeld.

Brzowski and Francis were stuck once by bullets, Bealefeld said at a news conference Monday night at University of Maryland Shock Trauma Center, where the officers were being treated.

Francis was struck in the abdomen, and Brzowski, who was driving the car, was hit in the arm.

Bealefeld described Francis’ wound as a grazing.

Francis, 34, is a 14-year veteran and Brzowski, 29, has been on the job for five years, police said in a statement.

Bealefeld said the officers showed “incredible bravery.”

"Officer Brzowsky had the presence of mind to maintain control of the vehicle and drive out of danger, radioing for help," police said in the statement.

Brzowski was in serious but stable condition and was scheduled for surgery Monday night, according to police spokesman Sterling Clifford. Francis was in fair and stable condition, he said.

Mayor Sheila Dixon, who joined Bealefeld at the news conference, said that she met with both officers and that they were in high spirits.

“It’s just phenomenal how they are dealing with this,” she said.

Dozens of police officers and two police helicopters converged on the surrounding neighborhoods searching for suspects.

“We have dedicated every available resource to identify the individual or individuals responsible,” said Bealefeld, who pledged to make an arrest shortly.

Bealefeld said police did not have a motive for the shooting.

Dixon said: “We’ve got to get these violent offenders off the streets.”

Police Charge Man In Officers' Shooting

(WJZ/AP) BALTIMORE Baltimore police say a suspect has been arrested in the shooting of two police officers.

Mike Hellgren reports the two police officers were shot Monday evening in East Baltimore.

Officer Loretta Francis, 34, a 14-year veteran, and Officer Karen Brzowsky, 29, who has been with the department for five years, were patrolling around Orleans and Port Streets in the Southeastern District when a gunman opened fire on their vehicle, police spokesperson Nicole Monroe said.

Both officers were shot once, but Brzowsky was able to drive the vehicle to safety and radio for help.

University of Maryland Medical Center says Francis was released just after midnight. Shock Trauma lists Brzowsky in satisfactory and stable condition.

Eyewitness News has learned police arrested 26-year-old Raynard Brown on Baltimore Street. During the arrest, they recovered a handgun. Police are still investigating, but believe the gun may have been stolen from Virginia several years ago.

Brown has been charged with attempted murder. He has 14 prior arrests on his record.

The acting commissioner says the officers were responding to a call for a gambling operation. He says they may have rolled into an attempted robbery and that is when the shots were fired.

Mayor Sheila Dixon met with the officers and their families Monday night at Shock Trauma.

"Their spirits are great. They are ready to go back out. What it says is that we have to be diligent, and we need to stay focused on getting these illegal guns off our streets," Dixon said.

Paul M. Blair, the president of the city's police union, says the shootings "prove how dangerous this job is. Whoever believes this city is safe doesn't go out on the streets."
