That money was supposedly just for cough pills that contain pseudoephedrine. The back story behind that was that the federal agencies in Mexico were tipped off about a big load of pills containnig that chemical in one of their ports. The tip was right and 21 tons of pills wrere found in that boat. That sparked an investigation all the way to the US, because it arrived their first. The DEA was even trying to take some credit for that seizure of money.
The people that tipped them off was a rival of that cartel. The asian guy brought in the pills, and los Valencia would turn it into meth. Los Valencia are part of the Federation. There is a lot more to this story, but there is the basics, later.
