The nine leaders of the 18th Street gang named in the suit are: Sergio "Tricky" Pantoja, Frank "Puppet" Martinez, Araceli "Traviesa" Bravo, Michael "Mousie" Pineda, Jose Juan "Wicked" Alvarez, Noe "Lil Duster" Chavez, Efrain "Dandy Boy" Ruiz Torres, Jose "Toro" Morales Perez and Ruben "Nite Owl" Castro.

Castro, 46, is a leader, or carnal, of the Mexican Mafia, also known as the "La Eme" prison gang. Authorities say Castro controls two cliques of the 18th Street gang -- the Shatto Park Locos and the Hoover Locos.

Castro is alleged to have run those gang cliques from a federal maximum-security prison in Colorado, where he is serving multiple life terms and was recently sentenced to an additional 27 years and three months for racketeering. Prosecutors say that from behind bars, Martinez, another La Eme carnal, allegedly made as much as $40,000 a month from criminal activity. Delgadillo said that if a judgment is won against the gang leaders in civil court, legitimately acquired assets can also be garnered. He said many of the assets are concealed by relatives and will be aggressively pursued.

At the home of one Martinez relative, investigators found $444,605 stashed in storage boxes and in a vacuum cleaner bag, according to Bruce Riordan, the city attorney's gang prosecutor and a former federal prosecutor of the 18th Street gang and Mexican Mafia.

"Included on the bank notes were 18th Street marks with streets and collectors' names," he said.

"We have come across investment in juice bars, even," Riordan said.

Another of the nine, Pantoja, owned a local tattoo parlor, Unico’s, which was shut down by prosecutors because, authorities said, it was the center of a cocaine sales operation.

State officials have frozen prison accounts of some Pelican Bay State Prison inmates with large sums on the books.

The gang extorts as much as 30% of the take from some businesses in and around MacArthur Park, Riordan said. A baby was killed last year in that area when, prosecutors said, gang members were threatening a business owner.

City prosecutors can bring the suit thanks to a newly enacted state law, which allows them to act on behalf of members of the neighborhoods affected by gang activity and collect monetary damages awarded in specific civil actions. The law allows such actions in areas with gang injunctions. The 18th Street gang is already the subject of five gang injunctions by city prosecutors.

The lawsuit involves neighborhoods covered by two of the five injunctions against the 18th Street gang. The Pico-Union neighborhood is bounded by James M. Wood Boulevard to the north, the 110 Freeway to the east, the 10 Freeway to the south and Hoover Street to the west. The Westlake neighborhood is bounded by Beverly Boulevard to the north, the 110 Freeway to the east, James M. Wood Boulevard to the south and Normandie Avenue to the west.

"This prosecution will make this community whole again," LAPD Deputy Chief Charlie Beck said.

On the tape, a surreptitious recording of a telephone call in April 1995, defendant and suspected Mexican Mafia member Ruben "Nite Owl" Castro was heard warning another defendant in the case, "Shakey Joe" Hernandez, that federal officials might soon be swooping down on them.

"You gotta be extra, extra careful," Castro said, cautioning Hernandez that a grand jury might be investigating them. Federal investigators, Castro added, also might be listening in on Hernandez's telephone calls.

Finally, he ventured, there might be an informant, a turncoat within the secretive prison gang. "It might be too late already" to react to these suspicions, Castro said.

About a month after the call, Castro's suspicions turned out to be true.

A federal grand jury returned a 26-count indictment against suspected members and associates of the Eme--which is Spanish for the letter M and is a name commonly used for the gang.

Major portions of the government's case included wiretaps of conversations intercepted on Hernandez's phone and the lengthy testimony of Ernest "Chuco" Castro, a former Eme member who became a government informant and paved the way for the secret recordings.

The indictment charged violations of the federal Racketeer Influenced and Corrupt Organizations Act for allegedly ordering hits on fellow members or others who opposed the Eme, requiring Los Angeles street gangs to pay "taxes" for selling drugs, and committing other violent acts.

The defense, which maintains that there is no such thing as the Mexican Mafia, is scheduled to begin its case in chief Wednesday.

The prosecution's last witness was FBI Special Agent James Myers, who coordinated the investigation of the Eme.

Myers, who testified in January, was brought back to refute some points scored by defense attorneys in their lengthy cross-examination of Ernest Castro, who is not related to Ruben Castro.

Ernest Castro, for example, admitted that he had not entirely lived up to a grant-of-immunity agreement he got from federal prosecutors, failing to reveal that he had illegally possessed weapons as an informant.

Shady, He tried to warn them too, see criminals know whos watching them and why but they just cant incriminate themselves asmuch as possible! Same thing with the FEDS, they know what goes on (Or they wouldnt even be watching) its just they have to wait for incriminating evidence to show itself, once it does, its OVER

Local police and the FBI have teamed up to take down some key players in the violent gang world in Los Angeles.

The final story of NPR's four-part series on gangs looks at how law enforcement has targeted the 18th Street gang, a Latino street gang that is considered the largest in Los Angeles.

The FBI has been trying to take down the 18th Street gang for more than a decade. But generations of gang leaders have made it difficult. The gang has as many as 30,000 members spread across Los Angeles and even as far away as Central America. It is made up of a collection of smaller groups, or cliques.

One of those cliques is the notorious Columbia Lil Cycos.

LAPD gang Detective Magdaleno Gomez says the Columbia Lil Cycos has ruled the streets of Los Angeles' MacArthur Park neighborhood since the 1960s.

"They're known for murders, robberies, kidnappings," he says, adding, "They make a lot of money selling dope."

Charging Taxes

Gomez says the 18th Street cliques offer protection from rival gangs in exchange for kickbacks from illegal street sales on narcotics, fake green cards, passports or driver's licenses.

Gomez says the Columbia Lil Cycos also tax illegal vendors. The gang takes a cut from people who sell food, anything counterfeit or anything illegal that goes on in the street.

Gomez's partner, Edgar Hernandez, says dealers and vendors understand the consequence of refusing to pay those taxes to the clique.

"Individuals that didn't want to pay for selling illegally on the streets have got shot, stabbed and even been murdered," Hernandez says.

Last September, one DVD vendor stood up to the gang. He was shot, as was a 23-day-old baby in a stroller nearby. Six Columbia Lil Cycos members will soon stand trial in connection with the baby's death.

A month later, the FBI arrested the leader of that clique — the so-called shot caller — along with his wife and 17 alleged associates and drug dealers on federal charges of distributing crack cocaine. His name is Sergio Pantoja, but he's known on the streets as "Tricky."

Hernandez alleges Pantoja operated a tattoo parlor that was actually a front for an elaborate drug dealing and extortion racket.

Pantoja's tattooed back, chest and arms are filled with Aztec and Mexican symbols, Hernandez says, possibly to show alliance to the Mexican Mafia — a huge Latino prison gang made up of leaders from many street gangs.

Pantoja is the latest alleged shot caller in a tangled hierarchy running from the streets to the prisons.

Running the Streets

At the top of that chain is a man they call "Puppet." Francisco Martinez allegedly belongs to the Mexican Mafia. In the late 1990s, he was said to be pulling the strings from federal prison while serving time for immigration violations.

In 2002, the FBI and U.S. Attorney's Office helped convict Martinez on racketeering, murder and other charges. He received three life sentences and is serving time in the nation's highest-security prison.

Bruce Riordan, who handled the Martinez case as a federal prosecutor, says federal informants and wiretaps make it possible to lock up top-tier gang leaders in federal prison. The cases "are no different in scope and significance from the cases that many people are familiar with that have taken down the five families of New York," Riordan says.

Experts say that like the Italian Mafia, the so-called Mexican Mafia operates and runs the streets from federal prisons.

"They enjoy a huge reverence in the prison system; they're like little gods," says retired L.A. Sherriff's Deputy Richard Valdemar.

Valdemar was on the FBI task force to take down the 18th Street gang in the 1990s. He argues that locking up gang leaders has only strengthened the Mexican Mafia, whose members find ways to send out orders to the street gangs from behind bars.

"The system itself tries to isolate them and take away their privileges, but the underground, covert system makes them powerful," Valdemar says. "Some of these guys are brilliant, too. We can't think of gang members as being dumb kids who failed in school and just took up the thug life. No, these guys that reached the top of the prison gang food chain — these guys are brilliant and they could run corporate organizations if they had a mind to do that."

The Next Shot Caller

Gang researcher Alex Alonso, who runs the Web site Streetgangs.com, says that with each takedown by law enforcement, new and sometimes more violent shot callers rise up in the ranks.

"Within a short time, there's gonna be new guys from 18th Street to replace the old guys that were removed — sometimes within minutes or hours," Alonso says.

Even so, federal and local authorities believe they've put a dent in the 18th Street Gang's criminal enterprise, at least for now. They're on the lookout for who might be the next shot caller. And there will be another one, says ex-gang member Alex Sanchez.

"Those are our local heroes," says Sanchez, shaking his head. "It's sad to say those are our role models. How many children are looking out for those role models in those neighborhoods and they want to be like them?"

The lure of the gang culture, he says, may be stronger than any federal-local anti-gang collaboration.

Castro, Moreno, Shryock, Therrien, and other Mexican Mafia members discussed killing Francisco "Puppet" Martinez, a Mexican Mafia member incarcerated at Pelican Bay State Prison. These conspirators decided to kill Martinez because he was politicking against other members, threatening to kill other members, claimed to have made an individual a member without following the proper procedure, and for generally causing dissension within the organization. Accordingly, the conspirators devised a plan to invite Martinez to a meeting as a pretext and kill him. Law enforcement, however, arrested Martinez before he could be killed.

The indictment charged the conspiracy to murder Martinez as a racketeering act, and the jury found the crime proven as to Barela, R. Castro, Moreno, Shryock, and Therrien. The jury also convicted the same Appellants of conspiracy to murder Martinez to maintain or increase their positions in a RICO enterprise.

puppet gave too much power to his wife, he never had a problem with the younger shot callers, but she saw how they were runnin things and not listening to her only listening to him because hes the main head and she filled his head with BS sayin that theyw ere gonna have her killed and all this shit, 2 shot callers been killed cuz of her, she said they were rats, they werent, than they turned rats when they found out they were gonna get killed

So these 2 dudes were both 18 street emeros...Ruben Niteowl Castro and Puppet Martinez apparently though they had a rivalry cuz one of the charges Niteowl got put away on was conspiracy to murder Puppet Martinez. Yet he was greenlighted but somehow he still is a mafia member I mean WTF? sounds real gritty no wonder EME cant get it feet off the ground when the majority of the conspiracys and murders are about killing eachother. Thats the problem of one man one vote it causes to much rivalry and jealousy. They should be able to control all the USA with teh amount of soldiers they got. I think their are in their beginning stages-teh italian mafia had war after war and boss after boss being whacked out when they started. everything i just said is and was already known , homies from clcs dont talk to puppets wife, i dont know how they do business but they still do, alot of homies from clcs locked up all cuz of his wife, thats y puppet quit tellin her to do anythin cuz she was gettin greedy with power and respect, she wanted the power and respect he earned from homies and some gave it to her in respect to puppet, but some said fuck no cuz she wasnt from the hood

and how the hell u think they got hits put out on them, puppets wife wouldnt be able to order shit, she told puppet why she wanted lefty killed and termite, they even got letters of her where she wrote that lefty was disrespecting her and was tryen to gain full control of the clcs even tho he was already a shot caller and 1 of the main heads, she would talk on the phone and she would say information even tho the cops were tappin her calls, she was pretty much ratting without knowing it and when puppet started noticing things happening he told her find the rat and since termite didnt like her and was a main head she said he was the rat just cuz she didnt want him to gain more power than puppet, the way she saw things was puppet ran the clcs in the pen, she ran them in the sts, lefty, termite and other homies felt she didnt cuz she wasnt from it, some homies were mad cuz thats kinda breakin a rule of 18, a rule is never put some1 before a 18, always side with the homie, they felt that they were going to kill termite and lefty in favor for la eme, they kinda did cuz puppet was a emero but he was also looken after the click of 18 even tho his wife fucked up, him and his wife dont talk bout hood things anymore, some even said he quit trustin her cuz the homies said they were gonna get a new shot caller to replace puppet cuz of the shit his wife did, but he still is the main shot caller for them, i know 2 of the homies who are main shot callers are locked up, clumzy serving serious time for shitload of charges and nefty over in pensalvania state prison with other homies from ws18st clcs
