The cholo look/style of dress derived from poverty not prison. Baggy pants were worn because parents couldn't afford to buy pants everytime their sons grew out of a particular size so they bought pants 2 sizes too big so they would last longer.
Pendletons/flannel shits were worn because in So.Cal you don't really need a winter coat,their cheap,and can be hand stiched. Don't forget these were also bought and made 2 sizes too big so they would last longer.
Khakis and white Tee's were worn because parents couldn't afford to shop at department stores and did most of their clothes shopping at surplus stores.The years following WW2 and the Korean conflict surplus stores were abundant with low priced khaki colored cloth pants and white Tee's
Chicanos added their flare to these clothes and the ganster look was born.
