Correction Department official used jail officers to ‘intimidate’ teen as Rikers manhunt kicked off

As hundreds of city jail officers were desperately trying to find an escaped inmate on Rikers Island last summer, one of the Correction Department’s top officials had another issue on her mind: Getting Nassau County police to arrest her 14-year-old neighbor.

Shirvahna Gobin was furious that the neighbor, Shea Delgado, was flying a drone over her Bellmore home, and claimed she was worried the teen or his parents would physically harm her.

So Gobin, 37, the since-fired deputy commissioner of strategic planning and management, ordered a five-member jail Emergency Service Unit team to sit outside her home last July 26 and 27.
