HAYWARD — Police arrested two suspected gang members Tuesday evening after a chase in which an officer on foot was rammed by a stolen vehicle, police said.

At 6:57 p.m. Tuesday, police received a call from a resident who reported that four gang members had assaulted and carjacked his friend on the 27000 block of Manon Avenue, said Hayward police Lt. Christine Orrey.

Officers arrived on the scene and found the victim, a 21-year-old Hayward man. The man said he had been sitting in his 1994 Buick LeSabre on Manon Avenue when four people walked up to him, hit him and pulled him out of his car while yelling “Norte.”

The four attackers then drove away in his vehicle, he told police.

At 7:10 p.m., patrol officers spotted the stolen car traveling south on Interstate 880 near Jackson Street with two people inside, Orrey said.

The officers followed the vehicle onto the Tennyson Road eastbound offramp, where it slowed in traffic while trying to merge onto Tennyson Road. At that point, officers turned on their lights and sirens and got out of their patrol cars to approach the stolen car. However, the driver accelerated and rammed one of the patrol cars, knocking it into an officer, Orrey said.

The stolen car sped away, swerving in and out of traffic with police in pursuit, Orrey said.

A patrol car was able to stop the Buick on Industrial Parkway Southwest, where officers apprehended the two people inside the vehicle without incident or injury, Orrey said.

Police identified the driver as 28-year-old Jesus Garcia of Union City. He was arrested on suspicion of carjacking, assault with a deadly weapon and evading a police officer in a reckless manner, with a criminal street gang enhancement, Orrey said.

A 15-year-old boy from San Francisco was arrested on the same charges, minus the evading charge, she said.

The boy apparently told an officer that he was a gang member and admitted to punching the victim, whom he thought was in a rival gang, Orrey said. The boy also admitted to stealing the vehicle and yelling “go” when Garcia allegedly accelerated toward the patrol officer, Orrey said.

The officer suffered minor cuts and puncture wounds to his knee, and was treated and released at the scene, Orrey said.

The victim of the carjacking received cuts and bruises but declined medical attention, she said.

Police are still looking for two additional suspects, described as males in their late teens.
