Dover, Del., Police Say City Has At Least 16 Gangs

DOVER, Del. (AP) ? Dover police say at least 16 gangs are responsible for a majority of the violent crime in the city.

Det. Sgt. Jason Pires said during a Safety Advisory and Transportation Committee meeting Wednesday that authorities believe the gang-related crime began in 2002. Pires says one of the first signs of gang activity in a neighborhood is graffiti.

Chief James Hosfelt says there have been 15 gang-related shootings since 2008 and that the department needs more police officers to combat the problem.
