CHINO, CALIFORNIA – Rape allegations against a Los Angeles Police Department officer living in their community came as a shock to neighbors.

“It’s a surprise, and this is uncalled for, especially to find out he is living in the community – it’s even worse,” said Brian Perry, who lives near the quiet cul-de-sac where Jeffrey Sandwell resides with his wife and two daughters.
“They’re the first people you call when you need help,” Perry said of police officers.

Sandwell, 37, was arrested Friday on suspicion of forcible rape. The accuser, a 17-year-old Chino girl who is not related to him, contacted Chino police two weeks ago. Sandwell remains in custody at West Valley Detention Center in Rancho Cucamonga in lieu of $1 million bail. His arraignment is set for today.

Chino police Lt. Al Cheatham said that since Sandwell “is charged with rape of force, it makes it very serious.” Hanging from Sandwell’s door is a Neighborhood Watch sign, indicating to those who need help that the home is a safe haven.

Katie Macias, who lives on the same street as Sandwell, said the signs, which hang on doors throughout the community, represent residents who participate in the Neighborhood Watch program.

Chino police had been working with the LAPD Internal Affairs Unit on the case. After a two-week investigation, officers arrested Sandwell on Friday.

“It’s extremely difficult,” Cheatham said about having to arrest an LAPD officer.
“It’s not something you expect to have to do, but when it does occur, it’s difficult on everyone.”
