Proposed Law Would Require Violent Crime Reporting

SACRAMENTO – A state Assemblyman wants make it a crime for witnesses not to report violent attacks to authorities.

Democratic Assemblyman Pedro Nava of Santa Barbara introduced a measure in response to the October gang rape of a 16-year-old girl outside of Richmond High School’s homecoming dance.

Nava, who is running for state attorney general, says the measure would close a loophole in the law, which currently requires witnesses to report a violent crime only if the victim is younger than 14. His proposal would require reporting of any violent crime, regardless of age.

Investigators believe as many as 10 people participated in the Richmond gang rape, while another 20 or so watched without calling police. Six males charged in the rape have pleaded not guilty.
