OXNARD, Calif.—Gang members are believed responsible for the fatal shooting of a 13-year-old boy as he walked through a rough neighborhood, police said Thursday. The boy was identified as Joseph Jacquez of Oxnard, and police said in a statement they do not believe he had gang links. Police spokesman David Keith said the boy was walking in the gang-plagued La Colonia neighborhood shortly before 8 p.m. Wednesday when he was shot multiple times by two men in their late teens or early 20s.
