City Attorneys Plan To Appeal Jury's Verdict In Rampart Scandal POSTED: 10:35 am PST February 10, 2006 LOS ANGELES -- Attorneys representing the city of Los Angeles say they'll appeal a jury's verdict awarding $5 million each to three former or current Los Angeles police officers in their civil rights violation lawsuit in connection with the Rampart scandal. Judge Overturns Award To Key Figure In Rampart Case The seven-woman, three-man jury deliberated two hours before unanimously finding for former Officer Brian Liddy, suspended Sergeant Edward Ortiz and current Officer Paul Harper. Liddy, Harper and Ortiz were prosecuted for allegedly framing gang member Allan Lobos on the night of April 26, 1996. Jurors in their criminal trial voted to acquit all three officers of framing Lobos, but Liddy and Ortiz were convicted of obstructing justice.
